medium-sized wind energy facility being developed by Moresville Energy
in the Towns of Stamford and Roxbury (Delaware County, New York).
Moresville Energy LLC is a subsidiary of Invenergy LLC, a company
experienced in the design, permitting, finance, construction, and
operation of wind energy facilities.
This site is designed to serve as a reliable source of public
information on the Moresville Wind Energy Center. Public documents
related to project permits and the State Environmental Quality Review
Act (“SEQRA”) process will be posted on this site as they are available.

Town of
Roxbury Local Law No. 3 of
2002 and Town of Stamford Local Law No. 1 of 2007 allow for special use permits for installation of wind turbines and it
regulates locations and
decommissioning of wind turbines.
Moresville Energy LLC has submitted applications for the special use
permits required by the local law. The Town Board cannot rule on these
applications until a full environmental review of the project is
conducted in accordance with the New York State Law known as the State
Environmental Quality Review Act ("SEQRA"). SEQRA requires that a formal
process be conducted to collect community input and to evaluate
potential environmental impacts of the proposed project. The Town Board
can rule on the permit applications after the SEQRA reviewsare completed
and documented. Completion of the SEQRA process is estimated to take
from
9 to 12
months.
A summary of main SEQRA steps is:
1. Submittal of applications,
2. Determination of a Lead Agency,
3. Determination of the need for a full Environmental Impact Statement (EIS),
4. Establishment of the Scope of the Draft EIS (DEIS),
5. Submittal of the DEIS (the DEIS is typically prepared by the
applicant),
6. Public Hearing to collect comment on the DEIS,
7. Submittal of a Final EIS (FEIS) – the FEIS is typically prepared by
the applicant. It documents the comments received on the DEIS and
contains responses or resolutions to those comments, and
8. Issuance of a Statement that all SEQRA steps have been adequately
completed.
